External  action working group – final points:

  

The working group on external action has pointed out  the following items:

 

  1. The importance of a strong and united Europe

·        The EU has to act collectively, as one unit in order to work efficiently

·        The EU member states must build its future external relations on the values of :

·        Democracy

·        Solidarity

·        Cooperation

  

  1. The importance of  a EU  high representative (HP)

 

    • It has been commonly stressed that the EU should speak with one voice (after reaching a common agreement)

 

    • A HP should be voted

 

    • The HP  should have the  leading power ( “supranational position”)  and should supervise the national  representatives of each EU country.

 

  1. The importance of  the Common Foreign Security Policy  - CFSP

 

  • CFSP- a big gap  within the EU
  • The necessity towards establishing the CFSP (the EU should have a dynamic CFSP) in order to work on international level
  • The decision making organ for CFSP should either be the European Council or the EU Commission ( no  final agreement reaches  among the present delegates)

  

4. The question of enlargement

 

·        Sharing  common/unified political ideas among the present EU member states  before enlarging into  the  25 .
